The 2026 legislative session was a major victory for abortion access in Washington, driven in large part by the grassroots activism and political advocacy of Pro-Choice Washington and our coalition partners.

Our annual Lobby Day in Olympia drew activist representation from 17 legislative districts.
Senator Yazmin Trudeau and Representative Osman Salahuddin briefed advocates on their priority legislation, and our team held 45 lawmaker meetings throughout the day covering medication abortion, data privacy, and abortion funding.
Government Relations Director, Gabbi Nazari, and Communications Director Ryan MacDonald took our messages around medication abortion and automatic license plate readers to national audiences.
In a media landscape where reproductive rights are under constant attack, having our leaders in those spaces and refusing to cede the narrative is exactly how we win.
Across the full session, our activists testified in 8 committee hearings and took 629 digital actions. Because of this collective power, the state legislature took bold action on all three of our priority bills:

Priority Legislation: Status Updates
Improving Access to Washington’s Abortion Medication Stockpile (SB 5917)
In 2023, Washington state purchased stockpiles of mifepristone and misoprostol, two medications commonly used for abortion and miscarriage care to safeguard access. This bill removes barriers so the state can distribute abortion medication before the medication expires or access is disrupted.
Status: PASSED
Driver Privacy Act (SB 6002)
What it does: The Driver Privacy Act regulates automated license plate readers (ALPRs), commonly known as “Flock Cameras.” These cameras scan and store license plate data from drivers every day and enable government agencies to track where people drive and when –- without their consent.
Status: PASSED*
*While SB 6002 provides important protections for Washingtonians, other key protections from the bill were significantly watered down. Namely, agencies can hold on to drivers’ data for 21 days, which, we believe, is far too long.
Funding for Clinics
Fully Restore Funding for the Abortion Access Project
The legislature fully restored the Abortion Access Project, with $8.5 million over two years.

Abortion Savings Program (SB 6182)
The Abortion Savings Program is a sustainable and progressive revenue source to fund abortion care. SB 6182 will reclaim funds collected under the Affordable Care Act that have been under attack by implementing a premium tax and reinvesting those funds for their intended purpose to support abortion care.
Status: PASSED
Protect Providers’ Private Information under the Public Records Act (HB 2176)
It is critical that Washington protects health providers’ personal information to ensure their safety and allow them to continue their work without fear of harassment.
Status: STALLED – This bill did not move forward this session largely due to timing constraints during the short session.
Providing Medication Abortion on College Campuses (SB 5826)
What it does: SB 5826 would require public colleges and universities in Washington state to provide medication abortion.
Status: STALLED – This bill did not move forward this session because of the state’s tight budget. Although this bill stalled, it made progress in the legislative process.

Progressive Revenue
The 2026 legislative session was a historic year for progressive revenue in Washington state. Through our work with Balance Our Tax Code (BOTC), Pro-Choice Washington supported the passage of the Millionaires Tax which will provide $3.7 billion a year for K-12 education, human services and healthcare, including reproductive care.
Immigrant Justice
Health Equity
Pro-Choice Washington supported work to fully fund the Apple Health Care Expansion program, a Medicaid-like health coverage for low-income immigrant and refugee community members. This program was successfully expanded to add 5,000 additional spaces for eligible Washingtonians in 2027.
Protecting Against Federal Overreach
The Washington Immigrant Solidarity Network successfully passed several bills to protect immigrant communities in Washington state including the Immigrant Workers Protection Act, Attorney General Civil Investigative Demands, and Banning All Law Enforcement from Wearing Masks.
Police Accountability
The Washington Coalition for Police Accountability successfully passed SB 5974 which would require county sheriffs and police chiefs to meet heightened eligibility standards. This is an important step for transparency and consistency in law enforcement practices throughout the state.
